Product Detail : Tender Notice for Hiring the services of an consulting agency/firm to Set up a Project Management Unit at National Cooperative Union of India.
Tender Detail : Background:
At the Intergovernmental Negotiations on Development Cooperation between India and Germany on 1 November 2023, a bilateral agreement bilateral agreement between BMZ, Government of Germany, and the Ministry of Cooperation, Government of India, was agreed in form of a technical cooperation (TC) measure to NCUI as part of the existing SuATI project. In line with this, the main activities to be taken up under the TC measure include:

- Work Package 1: Pilot interventions and capacity building
- Work Package 2: Monitoring and knowledge management
- Work Package 3: Policy and stakeholder consultation workshops

An agency shall be engaged to set up a Project Management Unit (PMU) at NCUI to implement these work packages jointly with NCUI and GIZ teams. The PMU shall be responsible for developing strategy, methodology and implementation mechanisms for delivering the agreed objectives of the NCUI-GIZ cooperation. The PMU staff will be placed within the NCUI offices.

Objectives:

i. Documenting models of cooperative entrepreneurship for the socio-economic upliftment of the farmers and artisans.
ii. Supporting cooperatives as platform for convergence of government schemes and ensuring last-mile connectivity.
iii. Identifying and (in limited scope) piloting effective technologies and approaches for enhancement and diversification of livelihood opportunities for the cooperatives with focus on agricultural cooperatives.

Tasks of the assignment:

1. Conduct research, baseline surveys, and pilot interventions in Uttarakhand, Maharashtra, and one NER state focusing on agroecology and women empowerment. Identify replicable technologies, support financing for Cooperatives through capacity building and devise branding strategy for sustainable agricultural produce.
