Background:
The module “Climate Adaptation, Resilience and Climate Finance in Rural India” (CAFRI MoEFCC II) is embedded in the DC program “Climate and environment in rural regions of India”. The program aims to improve the sustainable management of natural resources, minimize the risks of climate change, and increase productivity, income, and employment in rural areas by public and private sector interventions. The core problem is that climate policies, programs and financing mechanisms have not yet resulted in significant implementation of adaptation measures and in strengthening the climate resilience of vulnerable population groups, especially in rural India.
GIZ would like to hire a service of technical agency to develop & operationalize MIS system and Digital Dashboard for Uttar Pradesh & Himachal Pradesh (one each for UP & HP) based on the Monitoring & Evaluation Framework developed for the Uttar Pradesh and Himachal Pradesh’s State Action Plan on Climate Change
The purpose of this assignment is to design and develop an MIS and subsequently a digital dashboard for the Department of Environment, Forests and Climate Change, Government of Uttar Pradesh and the Department of Environment, Science and Technology (DEST), Government of Himachal Pradesh utilizing the M&E Frameworks already developed. The MIS & dashboards will be based on the M&E frameworks developed for the SAPCCs in both states and will collect & utilize data from the relevant line departments using the available data sources with the departments of Govt of UP & Govt of HP and other relevant data from authentic sources/reports/surveys etc. In this context, the selected agency is expected to carry out following tasks within 3 Work packages as mentioned in the TOR:
Task 1: Task I: MIS Design and Development Activities for UP & HP
Task 2: Dashboard Design and Development Activities for UP & HP
Task 3: Maintenance & Support Activities for MIS System & Digital Dashboard for UP & HP
