Background:
WASCA-II was launched on April 2022 with the aim to expand and scale up nationwide the approaches for enhancing natural resource management developed in the first phase with MoRD as lead partner and MoJS (NWM). WASCA-II proposes to focus on development of models in consideration of sustainable natural resource management and productivity enhancement in each of the 15 agro-climatic zones (ACZs) of India. As these are the foundational characteristic that determines how Natural Resource Management (NRM) and water are linked to livelihoods. The demonstrated approaches and models will open the path to scale up across the country with due consideration of location specific characteristics. In each agroclimatic zone two districts from the concerned states will be selected for demonstration pertaining to planning, implementation, and institutionalization of Composite Water Resource Management (CWRM) approach for harmonizing land, water, vegetation interactions in context of climate adaptation requirements. The WASCA-II project proposes to focus on development of models in consideration of sustainable natural resource management and productivity enhancement in each of the 15 agro-climatic zones, as these are the foundational characteristic that determines how Natural Resource Management (NRM) and water are linked to livelihoods. These demonstrated approaches and models will open the path to scale up across the country with due consideration of location specific characteristics. Through participatory approach, the project will intervene on water security improving measures financed by state and will be implemented across 1.5 million hectares and will reach 8 million people, in which 2.7 million women will be benefitted. Additionally, aligning with various government programmes, capacity building of 30000 technical functionaries will be undertaken to enable and strengthen them to develop, integrate and adopt GIS- based planning methods for implementing and monitoring robust and sustainable climate adaptive water security measures. An agency is required for technical backstopping for preparation of 82 projects Groundwater Intervention Management Plan (GWIMP) aligned with CWRM approach in convergence with MGNREGA and WDC-PMKSY 2.0 in Madhya Pradesh. This convergence will be benefitting 4.9 lakh hectares of land and 232 blocks of Madhya Pradesh.
Objectives:
• Planning support to Rural Development department of Madhya Pradesh in mainstreaming CWRM and GWIMP
• Demonstration of CWRM plan in selected district of Madhya Pradesh
• Coordination support for studies, workshops etc. in Madhya Pradesh
Tasks of the assignment:
• Provide technical support to MP State Employment Guarantee Council and Watershed department in mainstreaming CWRM and preparation of GWIMP in Madhya Pradesh.
• Provide handholding support to MP State Employment Guarantee Council in demonstration of CWRM plan in two nos selected district
• Facilitation support for relevant technical studies, workshops, IEC campaign and impact assessment.
